Not every trainer is a prodigy like the protagonist, some have to dedicate most of their adolescence to be even remotely competent, and if they truly want to go pro, they have to commit for the rest of their lives. We see it plainly in the Eevee Trainer Sidequest in Alola that trainers that don't go big have to eventually realize it's not going to keep their lives stable and sustainable, and they're thus required to take up mundane work (offices, stores, etc.) that isn't already mastered by Pokemon in order to continue surviving.

You do raise a valid point regarding the incompetency of whatever law enforcement exists though.
