Why does Lugia have such a weird stat distribution?
basically a tank with high speed but poor offense

I'm not complaining but I would say that Lugia had a little more special attack

Being fast enough to heal, screen, or inflict a status before getting attacked as opposed to after as a tank is really good. Even more so with either of lugia's abilities.

yet back in BW everyone praised its typing with multiscale because it had no x4 weakness
the real nail for Lugia was Lunala, same ability but can't be negated by Mold Breaker clones, and Moongeist which ignores Multiscale.

Not sure, but at the very least said statspread enables lugia to abuse what strategies it does have even harder than normal
+It's main checks, dark and thunder, are mainly special attacking types too so the only thing that hits it are high damage rock types that don't wanna get outsped and smacked by an aeroblast

Many Pokemon in Gen 2 had their Base Stats copied from Gen 1 Pokemon and just had the order switched around (or sometimes not ever, see Charizard and Typhlosion). Maybe it was just so they'd be placeholder stats but the troubled development meant no one went back to fix it. Regardless, Lugia and Ho-Oh just have Mewtwo's set of 106,110,90,154,90,130 but with the numbers switched around.

Considering you can only use Lugia in either Ubers or VGC Restricted formats, both of which give you access to very powerful Pokemon, yes 90 is poor when Lugia's peers are sporting 130-170 in those same stats.

So does Lickilicky. The type changing gimmick is actually really good considering Arceus has pretty much always been number 1 in usage in every singles format it's allowed in and all without being broken. Silvally just needs to better utilize the ability. I would think a pokemon that can change to every type should be able to learn all sorts of moves. I could also seem them turn memories into key items instead of held items.
If that doesn't work, maybe enough power creep might allow them create a legend memory in the distant future.

The movepool is really what holds back both Silvally and Type:Null. The only good boosting move is Swords Dance. No EQ, no Nasty Plot, no Calm mind or Dragon Dance, not even Recover.
