Japan was basically medieval/feudal until the meiji era which started in the late 1800s (1869 specifically). Before that the previous government kept the country isolated from external influences. The industrial revolution started in 1760.
Japan underwent literally hundreds of years worth of technological advances over a period of like 40 years.
PLA is pretty clearly set right at the start of the meiji era (or its equivalent). So at the earliest its late 1800s, but could be early 1900s as well, considering that sinnoh is based in hokkaido, which is a northern island that even today isn't heavily developed and is almost entirely rural, as it would be one of the last places to see the innovations of the west.

PLA has a camera that was only made in 1910, and its the end of a specific era in Japan, which ended in 1912.

So it's between 1910-1912.
