Slush Rush and Snow Cloak are both banned in NU, and since those are the only abilities Alolan Sandshrew has, it's banned by technicality.

Ignore "-s/-es" ending (knows -> know/does -> do) for other person than he/she/it)

To clarify, Slush Rush is banned in NU and Snow Cloak is banned in general, but Sandshrew is still allowed in Little Cup where Slush Rush is still allowed since LC doesn't follow tier rules.
But Smogon's dex by default lists LC Pokemon's normal tier placement if they have one, like Ferroseed in PU, so Sandshrew appears banned in NU.
