suspected that it'll be what mons either going into or coming out of PLA get stuck in

maybe the former since PLA actually has an icon for the green ball, but no "future" balls

Because otherwise, if the Strange Ball data exists in PLA (the ancient past) and BDSP (the modern present), I don't see how the two eras can trade with each other.

My theory is that this is for the pokemon coming from PLA since I don't believe they will program all the steampunk balls into home and future games, seems easier to just put a single new ball instead

Read the page you linked, it's literally a placeholder. Either they're going to add the hisui balls into the newer games (would be a smart move to get balltists to buy PLA which already will have exclusive access to Hisuian forms POGO style) or they are going to assign each hisuian ball to a modern ball equivalent that it will convert to when transferred
