Blastoise is inspired by Gamera, a Kaiju
Charizard is just your average dragon and mostly based on Dragon Quest's dragons.

the point is that Charizard is just an average European dragon, not a mix of several stuff like the others.
European Dragons were never considered as kaijus

Charizard looks like a Dragon Quest monster too (the main inspiration of Gen1 art style)

It probably wasn't, but as a brit I can tell you that it's genuinely a possibility; I don't know how much cultural research they do for each region (probably not much because the major cultural references were "tea", "football" and "stonehenge") but the Cadbury ad of the gorilla playing the Phil Collins drum riff was basically a cultural phenomenon at the time, and anyone who was alive in the UK in 2007-2008 will remember it if you ask them about it.

Big flashy advertising campaigns aren't as common in the UK so when something like this came out, it stuck around for a while in people's minds (or at least they did in an age before everyone was using the internet). Lockstin was probably overstating his confidence in the connection but it's not out of the realm of possibility.
