I think this goes for a lot of gen 1 mons. Even like fucking Pidgey and Weedle. I think now Game Freak just has some boxes they check off when they make new Pokemon but initially I think they would have had to have a reason for including it, especially over another Pokemon because we know there were more than 151 but some were scrapped.
I think the whole design process of that time is interesting and I'd like to know more about why they made the choices they did and how each Pokemon came to be.

Mew was the original Eve of all pokemon before Gen 4 came along and made lore changes so utterly shitgarbage that it caused the rest of the series to have to continually retcon in order to fix the mistakes it made.

Why and would you even know what to look for? remember you're, 10, Neo-Japanese and think girls have cooties.
As well the original dex was based on notes and simplified data given by Oak.
What you where doing was basically pokemon snap the data was their he just needed more scans.
It would already know how to scan common mon for their gender differences as he had it programmed too do that.
