Because they're the same character.
Also, B2W2 didn't develop them like it did some of the other Plasma goons (cf. Zinzolin). They're just accessories to Rood.

Hardly anyone knows them or gives a fuck because in BW they only appeared in N's Castle, the anime took way too long to debut them thanks to the disaster controversies, and ultimately their entire existence boils down to "fellow orphans Ghetsis took in to raise N for him once they were old enough".
