I know for a fact that the famed legal 13 year olds of japan aren't a thing because that law just means prefectures(?) can't set their aoc below that, most are in the mid-upper teens and I think none reach the federally set minimum.
Mexico might just not have a federal aoc or something and leaves it up to states.
