Mind you - between things like Badge boosts (both for stats and types!), stat experience, you having suppossedly working properly brain and how handicapped in gen 2 NPCs are the answer is not "on the same level as enemies".
You can easily run over E4 on level 35-40 and Red needs really no more than 60. Which is actually not that harsh - after obtaining Surf you have plenty of good training spots open up to get to level 30-35 and right before Red you have Rt.28 full of level 40 Pokemon giving pretty decent experience, just if you'll feel bit too scared of big numbers lol.
Like, GSC are least grindy Pokemon games. Problem is that a lot of these mechanics are not well explained and dumb players try to treat it as any other Pokemon game.
