If obtained through outside means, it's probably not legit.
Legal does not equal legit, Legal just means it does not break any rules, so you could use a completive shiny you hacked in via unlegit means but it's legal because it doesn't have any abnormalities from a legit one, Competitive Shiny pokemon can exist so hacked mon that follows in those molds it is legal for use.
TL;DR As long as your shiny Nosepass doesn't have Wonder Guard with 1000 speed, it's legal and if the pokemon was obtained via ways outside of the game it's not legit.
But in the end who cares.
