Best are... maybe 1 and 3, maybe 4 and 6 too? Just realized that no regions have consistently good designs. Most designs are ugly or boring, first gens have a lot of dull and simple concepts. Gen 3-4 and onwards ugly designs like palkia, garbodor and bruxish start getting more common. Every region has a minority of decent designs, its just that gens 7 and 8 have really few.
