Megas served as both a gameplay buff for old Pokemon, and a way to generate marketing hype by adding something cool and flashy for an old favorite.
It doesn't make sense to "buff" a new Pokemon because you need to leave room for that later, and you can hype up New Pokemon on the basis that they're New Pokemon. The one exception was Diancie, a Mythical, which is basically just a walking marketing tool so they made the exception there.
In that respect, the lack of Gen 5 Megas was what made little sense.
In retrospect now that Megas have been removed, it's pretty dumb that Gen 6 'mons didn't get Megas, yeah. They didn't make that same mistake with GMax.
