So all animals are pokemon, but are all pokemon animals?

What I mean is: Are there certain plants, fungi, etc. that are pokemon, and others that are just normal plants and mushrooms; or are grass types also animals but with plantlike features? And what about ghosts and robots? Are non-pokemon animals the only thing that can't exist alongside animal pokemon, or are pokemon just a replacement for animal life and not plants and other stuff?
