AZ's Floette only would have made sense as a giftmon in a Z version where AZ actually appears. There was no Z, therefore it was never released.
But you can't turn around and try to headcanon that it was never meant to be released. Else they wouldn't have gone out of their way to give it a Pokedex entry a whole gen afterwards.
