hes not too far off though, which makes sense since he's ~low/mid-Champion tier by now

From what I remember:
Leons best feat = fighting, but losing to base Eternatus
Lances = his Gyarados was able to cancel out an attack from base Kyogre

clearly Cynthia and Steven feats are well above that level.
