I've known a few people irl who say this but they only played the games they did play for less than 100 hours, didn't actually play every gen, and use repels most of the time.
I've played every gen for hundreds of hours, thousands for most of them, and I haven't found that many random encounter shinies, especially in older games.
I think it's Gen 5 that has a wild encounter tracking on the trainer card, it was checking that during playthroughs that made me realize you really don't do that many wild encounters in a playthrough, and I don't use repels.
I don't know how many wild encounters you would have in an average playthrough, but let's say 250 during the main story without repels, I don't know.
Have you done the equivalent of 32 playthroughs? That's what you'd need to hit the 1/8192 odds at those rates.
You might just genuinely be unlucky, but just because you see other people get shinies doesn't change the odds
