All the way up to Ultra Sun/Ultra Moon, you were able to get a complete dex. All you need was a 3DS and a cartridge. Missing pokemon could be traded by wonder trade for free, which has now become unusable due to hackers crashing your game.

>3DS: 149.99$
>Cartridge: 49.99$
>equals to 199.98$ for 807 Pokemon. This is 24.78ct per Pokemon.

The Switch era will have your dex cut and is charging you extremely. You will never get a complete dex on SwSh or BDSP but you will at least on HOME. This is what you will have to pay to get a "complete" dex:

>Switch: 349.99$
>Cartridge: 59.99$
>Two DLCs: 2x 29.99$
>Nintendo account to use surprise trade to get (for example) version exclusives: 7.99$ (minimum fee)
>HOME to store your pokemon: 2.99$ (minimum fee)
>equals to 480.94$ for 898 pokemon, which is 53.55ct per Pokemon.

You'll pay more than double to get a full living dex for 30 days only. The longer you want to keep your pokemon, the more expensive it will get.
And if you don't subscribe to HOME, there's iirc 634 pokemon to get on your cartridge. Which is 477.95$ for 634 pokemon or 75.38ct per Pokemon.

So, how many nukes do we have to drop to Japan to undo all these steps? To make them give us a complete dex by only buying a handheld console and a cartridge? I will tell you, SV will be the same if we don't interfere, so it's time to threaten those monkeys!
