Even if we ignore whether levels are an abstraction, we've been shown since gen 1 that in-universe evolution is not exclusive to the methods we have available in-game.

Different universes. Alola Red/Blue decided they wanted to postpone training and instead bro it up and go to College Spring Break and bang chicks, it was their goal instead of being a Pokemon Master.

HGSS Red was truly determined, a King among trainers. GS Red was up there, but not quite a King, only a Prince.
