It's likely based on Garuda (same as Blaziken without the Shamo chicken traits) combined with the myth of Salamanders being born in flames. The joke is that their Japanese name is Boober, as it was the counterpart of Eleboo (Electabuzz).

I should add, "Boober" is sort of a localization. The literal meaning of ブーバー is Buhbah (yes, it's pronounced as BOOBA).
