He obviously had a few screws loose, Oleana tells you he likes to get things done right away, and Rose himself admits to liking to make grand speeches. Plus, once Leon leaves Rose Tower, Rose starts talking about how "he" will change the course of Galar's history. It makes more sense if you talked to the NPC who told you that Rose participated in the Pokemon League years before, but failed to become champion. This is Rose's attempt at a grand legacy. He's interrupting the championship match by design so that all the attention will be on him and his plan that he thought for sure would succeed, because he was unaware of the true history and bought into Leon's undefeated hype.
