The name of his video is literally "Why Pokemon Gen 2 is the worst in the series". Absolutely nothing indicates that it's specific to Nuzlockes. The guy is clearly salty that he can't Nuzlocke GSC the way he can for the other games, so he has a personal agenda against Gen 2. That's all there is to it.

He's exaggerating on the designs but he's right about the stats. Johto has a lot of shitmons. And I don't mean every mon needs to be OU tier but imagine doing a nuzlocke and encountering Unown, Delibird, Smeargle, Wobbuffet etc. Downright unusable mons.
