Just because Gengar's design is connected to it by lore doesn't mean it's an interesting Pokemon on its own.
All of the Pokemon said to be alien in Kanto (Clefairy, Staryu, etc.) have nothing really to show for it.
It comes down to two things: Gengar, besides being a *ghost* (inherently cool type) has a very smug expression and attitude (also inherently cool); and furthermore, has good stats that ensure it's always a useful mon.
Clefable on the other hand had a bland typing, relatively poor stats (middling at best), and is a cute mon. However, the thing about cutemons is that only girls tend to carry their fanbases by and large, and the girls in the Pokemon fanbase prefer ugly cutemons like bulbasaur or elegant cutemons like eevees.
Notice how none of the Kanto pink fairy group mons are on here, not even Jigglypuff despite being everywhere back in the day; not even chansey (or blissey) despite being one of the best mons in the games.
