Water is just as good on the special side with Hydro Pump, Surf, Scald, and Water Spout. In terms of physical moves, what Water lacks in an equivalent to Flare Blitz it easily makes up for with reliable moves like Liquidation, Waterfall, and Aqua Jet that have good distribution. Really all Water types need is for a modified Wave Crash to become a tutor or TR move in Gen 9, or something similar.
