Let's say an optimized VGC Pokemon needs to be able to have something like 0IVs or minmaxxed EVs, and the only way to get that is to either autistically play the game wrong for hundreds of hours, or just hack them in. Competitive players at the top level of play WILL get these minmaxxed stats no matter what, so it's just a matter of how they do so, and making those things difficult to do just encourages hacking.
On the other hand, if TPC wants Pokemon's competitive scene to take into account imperfect Pokemon with variances in stats, then any kind of ban is also going to blanket affect anybody who autistically bred their perfect Pokemon.
It's just strange that EVs and IVs are even part of Pokemon's makeup at all now when everybody just picks their ideal spread in their hack program. Why even have a system that makes one Pokemon worse than another at all?
