Packs all have holos in them of legendary pokemon, and there is a special throwback subset of cards that contain fan favs and meta-staples from back in the day, like the Charizard in the OP. The only downside to celebrations is that you can't buy packs outright and need to get them through larger items like promo-boxes and whatnot. Also, the set is small, so will feel fulfilled quickly (which can be seen as a good and a bad thing).
As for sets that are currently in print that you can purchase right now for a decent price, you'll want to look at things from Vivid Voltage onwards. Shining fates has shiny pokemon with a big subset to pull. Battle Styles is where alternative arts were introduced among the gen8 sets (they've been absent since the final set of gen 7 until this point). This was followed by three sets of cards with a significant amount of Alternative Art cards (along with very difficult pull rates): Chilling Reign, Evolving Skies, and Fusion Strike. Of the three, Evolving Skies has the most high value, high-want cards. And as such, booster boxes of EvoSky are still the most expensive among these three and will likely stay expensive.
Brilliant Stars is the most recent set. Anecdotally, the pull rates are much better here, and I think this is supported by some stats. A great thing with this set is the cards in the "reverse holo" slot have a chance of being a special subset card that's in the "Trainer gallery." Cards like
>>49997584 are in this subset. Having these cards in the reverse holo slot means that you can get packs with two holofoils in them.
