I think quadrupeds do much better mixing it with machinery elements, like Gogoat (Goat+Motorcycle), Bastiodon (Dinosaur+Castle+Bulldozer) or geographic elements Torterra (Turtle+Minicontinent), Camerupt (Camel+Volcano),

i think a lot of contempt for samurott was because it felt detached from it's previous stages, the sudden switch to being on four being the main detractor
If Oshawott and Dewott were designed as quadrupeds Samurott might have been remembered a bit more fondly
