I think what happens with the Arc Phone is that no one recognizes it as a phone, so it's more of a "magic slate" (not that out of place in a story centered around the Arceus Plates). If you see the in-game explanation for the Porygon line and its items or the Rotom appliances you'd see how it's not out of character for most people to shrug it off in some sort of "Superman bystander" fashion
