The stats could lead it to be a Regional Variant of Onix, or an evolution. It has higher overall stats compared to Onix, but doesn't have the Hp and Def of Steelix....but the abilities available to this Pokemon should make up for the loss of Hp and Def when compared to a Steelix.
Mosstonyx would gain Grass moves in addition to (most) typical moves learned by Onix/Steelix
Could include: Grassy Terrain, Grassy Pledge, Ingrain, Grass Knot, Growth, Leafage, and Magical Leaf. Maybe even Power Whip. No specific niche to be filled, just sounded interesting.
