The only reason Game Freak outsourced a "Sinnoh remake" to ILCA is because they were split between working on the Sinnoh remake they wanted to make (PLA) and Gen 9. And no. BW/BW2 were already leagues better than DP, so a remake will by default be better. Also Gen V is Masuda's masterpiece, so he'll never let it have such a disastrous remake like ILCA's Gen IV remake.
