Themes are not the problem, it's how they're executed. The issue is that it's now theme first + animal second
Gen 4 hits the right balance of having themes and looking like animals. Gen 8 does not.

I think johto starters were given a prehistoric theme of sorts, but it’s kind of all over the place

NTA but I have played HGSS 3 times and Crystal twice in the last year and about to start my next HG run. There's just so much content and freedom and a great selection of Pokémon to choose from, and the music is great and the setting is comfy. Johto is the definitive Pokémon experience.

Themes are good. It's characterization that sucks.
Take a recent starter like, say, Inteleon.
"Chameleon with spy/secret agent motif" is an easy, cool concept with so much potential. All the things that Inteleon does have to it can easily be mixed into a more natural, feral design.
But instead, we get "Spy/Secret agent that is also a chameleon". The "character" comes first and you get this uncomfortable RPG NPC-like design that wants you to know its personality more than it does any of the interesting design quirks it has to offer.
