Probably didn't cross my mind because I always had the impression that most of cool mons of Hoenn were paper thin(Shiftry, Crawdaunt, Sableye, Sharpedo and the other two I mentioned)

Most earlier generation pokemon need a stat boost. Definitely the early generation's single stage pokemon.
Sure there are some good ones but I personally think it wasn't till the past 2 gens that they started to actually try and make most if not all pokemon somewhat viable.
