Apparently Charizard is also supposed to be 5'7".
Most anime depictions of Charizard are taller than adult humans, and Golduck, in the image just two posts above you, is shorter than Misty.

Size variation's always been a thing in mind to promote the idea of each Pokemon being a unique individual, the Pokedex is always based on the most general range for a Pokemon.
And more importantly the anime understood that if Charizard were only barely taller than Ash, it wouldn't be nearly as cool to the demographic.
