There being a rotation means that unpopular mons WILL be rotated in at some point(even if less frequently than more popular ones but still) and they were never going to be out permanently, that was never in the cards.
We don't need to wait for every mon to be in a post-dexcut game because we knew from the beggining what the plan was AND we also have multiple post-dexcut games that confirm it. "shitmons" being in somewhere was always part of the plan, not corporate lingo and one of the few times they weren't lying about the cut.
