How would you make a new shadow pokemon game?

Would you want to orre years later or set it in a brand new spin off region, colo had ho oh gale of darkness had lugia, what legend should this new game give?

I think a galarian lugia would be nice to command the galarian birds, or a normal lugia with a special ability like battle bond or power construct that under the right conditions allows it to transform into a shadow lugia and use shadow moves

I just don’t like the concept of shadow pokemon being stuck in pokemon GO with no references to Cipher at all giving all the credit to team rocket
