"national dex" is the idea/feature that every Pokemon up until that gen is usable in game, to which they are (no issue in transferring 99.999% of Pokemon with the exception of one Pichu)
National Dex is the in-game tool used to record what you have and what you do not have, to which was phased out in gen 7 because they wanted to focus more on the Regional Dex and that people would more or less would be fine without it if they either had HOME (since they'd be transferring anyways) or they had an Internet connection that was stable enough to reach the web servers hosted either on
bulbapedia.com,
pokemondb.com, etc. to get their information
When you say it doesn't have the national dex, you're being disingenuous as you're saying a bunch of snippets of text that 80% of people don't read is equivalent to what people were actually mad about, which is the exclusion of species in the series going forward.
