Yes, but the anime got it kind of wrong. Mold Breaker completely cancels out all abilities, not just ones that would affect damage.
Roark's Cranidos/Rampardos had Mold Breaker and was shown resisting both Elekid and Pikachu's Static, which doesn't work in the games.

You're super autistically obsessed with the levitate interaction so I'll use that. Excadrill shook the ground so hard that pieces of the ground came up and hit it. Most earthquake users can't do that. Or something else, get an imagination and use it.
