Why base it on stage instead of age/maturity? Why exclude the Pokemon who can't or don't want to evolve, but do get older and more mature all the same? IF the Pokemon wants it, and the human wants it, and they both are able to consent to it, then why the hell would you limit it like that? Ether it is okay for a human and Pokemon to have a consenting relationship, or it isn't, but do pick one and stay consistent.
