So has there ever been any hint as to what sort of government runs the world of pokemon?

I mean there's stuff like interpol but no mention of who they work for. All you really get are mayors, one of which is a gym leader. Then there are royalties and their palaces but all of them are long dead except in non-canon shit like the crappy ashime. Even Acerola is the last royal in Alola but she's just treated like an orphan until ascending to the Elite Four, and Sordward and Shielbert are treated as more of a joke despite being royal heirs.

Then there's AZ who is just a hobo despite being the king of Kalos once. And finally N and Ghetsis who seem to have some sort of connection to the Abyssal Ruins and the two kings of ancient Unova, but ultimately they're just the heads of a criminal organization.

And all of Galar seems to be run by a corporate monopoly and the league chairman Rose (and later Leon).

Then there's the Aether Foundation which seems to have a large degree of influence in Alola and its even mentioned that they have branches all over the world despite never seeing them before.

Closest analogue to the AF and the only actual government in any pokemon media would be the Pokemon Association from the Pokemon Adventures manga that acts as the government for regions and protecting all pokemon related affairs, but that manga has no influence or continuity with the games either.

So is there ever any other hint to the pokeworld government? Is there some sort of japanese exclusive guide that goes into detail about this like the minimize/pokeballs thing in PLA?
