And as it stands, it DOES have proper Battle Passes, every month, a new tourney starts and people can freely enter, just like fortnite kiddies pay for the privilege of the same.

Battle Pass which comes with 50 new Pokemon, base game starts with only 20 and you can "unlock all of them for free" by playing ludicrous amounts of time in game.
