In truth, I can understand not including every Pokémon now. The number is approaching 1,000, and it would be absurd to suddenly drop 600 some new species on the player after they complete the regional dex. If you need older games to collect the national dex, there is a point where it is just not worth it.
However, Gamefreak clearly did not put in extra work with any of the remaining species for SwSh.

Everyone was still happy when Gen 7 didn't have a National Dex but all old Pokemon could still be transferred to the games.
