english voices could be a lot worse, but japanese sound as typical as it gets for anime (it will always be corny, but corny with effort) and i think some of them do have their anime voice actors anyway

Pokemon is too big of a franchise, it's a slave to it's success. Any improvements have to probably deal with a massive amount of red tape, not accounting for the incompetence and outright stupidity of execs like Masuda
