Well, yeah, it does have Tokyo (Saffron city) in it. Real world Tokyo is a superpower too.

Also I had a brain fart and realised that much like Cinnibar having a volcano in the map, I didn't realise Celadon City was Celadon City because it doesn't have hilly platforms in the game.

Look to the west, east and south routes of cerulean, it does have a clear suggestion of 'hilly platforms', specially the west side
