Spin off regions like orre fiore almia and oblivia all exist in the pokemon world, some relatively close to the mainline regions but there are 3 factors that a region needs to have a league and become more developed, these are pokemon, technology and trainers, mainline regions have a good amount of all 3
>ranger regions have a decent amount of diverse pokemon and luckily the capture technology allows them to use their pokemon effectively to progress even if they don’t have many trainers they instead have rangers keeping things nice
>orre has people willing to be trainers however they use imported pokemon, in colo you can only get normal pokeballs but in gale of darkness, Duking discovers pokespots and gives people a way to find wild pokemon this makes pokeballs sell more and now you can get great, ultra and timer balls, however their wild pokemon are few and not very diverse, on top of that the only scientist are focused on purifying shadow pokemon and dr kaminko is shown to always fail to make useful inventions, also piryte is said to be full of criminals and gateon port is not a very active port all of this makes it hard for orre to progress
>in alola you see a region that had diverse pokemon, trainers and decent technology, the only step they had left to take was building the league they are also in the middle of changing their traditions and want to have gyms someday
>galar and kalos are first world regions, big diverse amounts of pokemon, strong trainers and high technology with virtually infinite energy
