Moon is almost always psychic type, look at lunatone, lunala, cresselia, etc.
Clefairy is an exception, it should honestly be Fairy/Psychic but that is oversaturated now

I think the reason why they kept this Pokemon as normal type is because it's signature ability turns all it's attacks into normal type so it literally can't be anything but mono normal
