True-Shillmons never get regionals because the regional might outshine the original in battle (the most important aspect of the franchise). Shillmons get special snowflake forms that power-up the original. That's why Raichu got a regional but Pikachu got a Gigantamax.
Regionals are for Pokemon Game Freak is fond of but don't respect enough to allow to be overpowered.
