Onix is built as a physical tank. Not a glass cannon. Just compare Joltik's 50 defense to Onix's 160 defense.

People see a bigass creature and assume it's filled with muscle but Onix is made of fuckin rocks. It's slow and weak because it can hardly even lift itself. It weakly struggles to move for attacks which it can barely do because it's literally fucking made of rocks. Whatever insubstantial tendons run between the boulders struggle to hold the weight. Makes perfect sense.

Onix is forever cucked into being shit because it's Brock's ace so it has to be easy to beat so they can remake Red/Green indefinitely. It's not even like they can give Onix a baby form that's easier to beat, since Kanto remakes always stick to the original 151 Pokemon only (FRLG, LGPE)
