it's the same reason you can't switch between Rotom-forms at will in the following gen(s), but amped up to 11: they have totally different movesets that completely change the mon, such that there is no hotswapping of forms that could be possible mid-battle, or even outside of battle without requiring the player go through a great deal of effort to reconfigure their mon
it was an arbitrary restriction they themselves placed because they couldn't devise a best way to handle this given the way move relearning was set up; it would be super difficult for a player to completely change their old moveset if they switched forms
