A conventional RPG or something like Divinity Original Sin would be able to pull unique types off because the player's method of attacking is usually predominantly typeless. Most creatures in these games are not particularly attached to any element, either.
Say, most Pokemon were just normal type and only about 20-40% of of all Pokemon had an element attached to them, it would make much more sense to make types unique.
But, as it stands, you can 2HKO another monster simply by using a super-effective move against it, perhaps even OHKO it. The game is all about type coverage and it will be difficult to move it elsewhere.
Another fun idea, perhaps, is to replace the "Nature" system with "Personalities".
As in, your caught mon might have a "Cowardly" personality, so it is forced to switch out when confronted by a ghost type or dark type, unless it is the last mon remaining.
Or maybe it has the "Childish" personality, meaning it can never evolve to its final form, but gets a 1.5x boost in speed.
And perhaps you could have unique personalities you can roll for certain types of Pokemon.
A canine pokemon could have the chance to roll "Rabid", deals 20% more damage but is locked into a move until it switches .
A ground-type mon could have the "Undergrounder" personality, meaning it always has to use the "Dig" move first when it switches in, and can use any other move afterwards.
A "Farm Animal" pokemon can only use moves from its first 2 moveslots, unless a canine pokemon is in your party during battle and alive and well.
