Its "thousand arms" are instances of that "piece of itself" AND all the major concept-embodiment Pokemon like the Creation Dragons and Lake Trio.
The actual Arceus is beyond understanding or description, the only form it knows to take that won't completely overwhelm and destroy a mortal mind that has not yet crossed the threshold to the peace of the beyond is a far more fantastical version of one of its hands.
